What is Support at Home?

From 1 November 2025, the Australian Government launched a new aged care program called Support at Home.
This program replaced the current Home Care Package (HCP) system, and—no earlier than 2027—it will also bring together the Commonwealth Home Support Programme (CHSP) into one streamlined model.

 

The goal is simple: to make aged care at home easier to understand, more flexible, and fairer for older Australians and their families.

Key Features of the New Support at Home Program

● Eight funding levels providing support of up to $78,000 per year, plus two short-term pathways for temporary or restorative care.

● Quarterly budgets funding will be distributed every three months for better flexibility and easier tracking.

● A clear service list you’ll know exactly what services are available and what’s included.

● Price caps starting around July 2026, government-set maximum rates will apply to ensure fairness across providers.

● Capped care management fees limited to 10%, keeping more of your funding focused on direct support.

Services available under Support at Home

The Support at Home program provides a well-defined range of services designed to help older Australians remain safe, independent, and connected in their own homes. Under the new model, all services are organised into three main categories, making it easier for you to understand what support is available and how it can be tailored to your needs.

 

Each category covers different types of assistance — from everyday help around the home to specialised clinical care. Below are examples of what you can expect under each group of services:

Clinical Support

Personal medical services such as Nursing or Allied Health to support your health needs.

Independence Support

Assistance like personal care, social support or transport to keep you moving.

Everyday Living

Maintaining routine through cleaning, gardening or meal delivery. 

Additional Short-Term Care Programs

Focused on helping you regain strenght and independence through Allied Health services. Support is available up to 12 weeks, with a possible 4-week extension, based on assessment. 

Provides additonal in-home support for those with prognosis of three months or less to live, aiming to help you remain home for as long as possible. Funding of up to $25,000 is available, with services accessible for up to 16 weeks, 

This scheme gets eligible participants access to assistive technology and home modifications without needing to save from their individual budgets. 

New Funding Clarifications

Under the Support at Home program, the government is introducing eight funding classifications to better match the level of support each person needs.

These new classifications will replace the current four Home Care Package (HCP) levels, creating a more flexible and accurate system.

Each classification will correspond to a different amount of annual funding — ranging from approximately $11,000 to $78,000 per year — allowing services and care plans to be tailored more precisely to your individual needs.

This means older Australians will have access to the right level of support at the right time, with funding that adjusts more closely to their care requirements.

What happens if you already have a Home Care Package

If you’re already receiving a Home Care Package, you won’t need to go through a new assessment when the Support at Home program begins.

 

Your existing package will be automatically transitioned into one of the new Support at Home funding classifications that most closely reflects your current level of care and support.

 

This ensures that your services continue without interruption, your funding remains aligned with your needs, and you can keep receiving support from your current care provider — with minimal change to your day-to-day routine.

Participant Contributions

The Support at Home program is designed to direct government funding toward services that help you stay healthy, independent, and comfortable in your own home, reducing the need for hospital or residential care.

 

As part of this shared approach, participants are expected to contribute toward everyday costs and services — the types of supports most people have typically managed independently throughout their lives.

 

The amount you contribute will depend on your income and the types of services you receive. The government will continue to subsidise the majority of care costs, ensuring that support remains affordable and accessible, while your personal contribution reflects your individual circumstances.

 

Your income-tested care fee (percentage payable) will be advised directly to you by Service Australia in writing. This information is provided via a formal Service Australia letter, which outlines your client contribution you are required to pay.

 

This balanced model allows you to continue exercising choice and control over your care, while ensuring the sustainability of the system for everyone who needs it.

Quarterly Budgets and Unspent Funds

Under the Support at Home program, funding will be provided in quarterly budgets instead of annual allocations. This change is designed to give you more flexibility and better oversight of how your care funds are being used throughout the year.

You’ll be able to use your quarterly budget for the services and supports that best meet your personal needs, with the freedom to adjust as those needs change over time.

 

To support forward planning, you can carry over a portion of any unspent funds each quarter — up to 10% of your quarterly budget or $1,000 (whichever is greater). This helps you manage unexpected situations, schedule additional support when needed, and maintain continuity of care without interruption.

 

If you’re an existing Home Care Package recipient, any unspent funds currently in your account will move with you when you transition into the Support at Home program, ensuring a smooth changeover and no loss of entitlement.

How will Support at Home Changes affect you?

Depending on when your Home Care Package was approved, there may be different things you need to know.

 

Approved before 12 September 2024

If you were approved for a Home Care Package before 12 September 2024, you’ll automatically move across to the Support at Home program when it begins in November 2025. You won’t need to do anything — your care and services will continue without interruption.

 

Here’s an overview of what to expect:

 

Funding

You’ll be automatically transitioned to a Support at Home classification level that best matches your current Home Care Package — there’s no need for reassessment.

 

From November 2025, you’ll also move to the new Support at Home contribution model, which determines your personal contribution based on income and the types of services you receive.

 

Budget

Your annual budget will be replaced by a quarterly budget, giving you greater flexibility to manage your supports across the year and adapt as your needs change.

 

Unspent funds

Any unspent funds in your current Home Care Package will transfer automatically to your new Support at Home account.


From November 2025 onwards, any new unspent funds will be capped at $1,000 or 10% of your quarterly budget — whichever is greater — ensuring you can plan ahead while keeping funding active and balanced.

Approved after 12 September 2024  

 

If your Home Care Package was approved after 12 September 2024, you’ll enter the Support at Home program under the new funding model when it commences in November 2025. The transition will happen automatically, and you’ll continue receiving care and services without disruption.

 

Here’s a summary of what you can expect:
